I dont think flooding is unavoidable. I doubt there is no solution,.. The problem is that we have paid the Ministers so well that they are no more hungry. Obama has done it to the Bankers in the States and passed a legislation to ensure that these guys are not ridiculously overpaid. When one is paid so well and life is so good, n their future is so well taken care of , what is the incentive to think of solutions? jus go for easy solutions. Just increase rates, taxes, charges or issue more fines to increase revenues. Kind souls are few and not rewarding.
